Article 29 of the Protocol establishes the Conference of the Parties serving as a meeting of the Parties (CP-MOP), which is the conference of representatives of governments that have ratified the Protocol. CP-MOP reviews and promotes the implementation of the Protocol, assesses achievements and adopts amendments, makes recommendations, establishes subsidiary bodies, interacts with relevant international organisations and intergovernmental and non-governmental bodies.
The first Conference of the Parties (CP-MOP 1) was held in Kuala Lumpur, Malaysia, in 2004. Subsequent ones were repeated annually until 2006, then every two years until CP-MOP 11, which was held in Cali, Colombia, from 21th October to 1th November 2024.

 

Upcoming relevant events

Sixth meeting of the Subsidiary Body on Implementation (SBI) of the Convention on Biological Diversity and its Protocols

From 16 to 19 February 2026, the FAO headquarters in Rome will host the sixth meeting of the Subsidiary Body on Implementation of the Convention on Biological Diversity (CBD) and its Protocols (SBI 6).

The purpose of SBI 6 will be to prepare proposals for decisions in view of the upcoming Conferences of the Parties (COP 17 of the CBD, CP-MOP 12 in Cartagena and CP-MOP in Nagoya ABS) to be held from 19 to 30 October 2026 in Yerevan, Armenia.

SBI 6 will focus its work on:

  1. reviewing progress in the implementation of the CBD and its Protocols;
  2. examining strategic actions to improve the implementation of the CBD and its Protocols;
  3. implementing the strengthening of means of implementation;
  4. reviewing the functioning of the Convention and its Protocols.

Twelfth CP-MOP of the Cartagena Protocol on Biosafety

From 19 to 30 October 2026, the city of Yerevan, Armenia, will host the twelfth Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol (CP-MOP 12).

The following main topics will be addressed during the CP-MOP 12:

  • The assessment and management of risks arising from the use of living modified organisms (LMOs);
  • The use of techniques for detecting and identifying LMOs;
  • National legislation, regulations and guidelines on new developments in modern biotechnology;
  • Support to the COP in assessing and managing the potential positive and negative impacts that living organisms obtained through synthetic biology could have on the conservation and sustainable use of biodiversity;
  • Support to the COP for the work of the Kunming-Montreal Global Biodiversity Framework on the target relating to living organisms obtained through modern biotechnology;
  • Implementation of the Nagoya-Kuala Lumpur Supplementary Protocol on Liability and Redress for Damage Resulting from LMOs.
