Article 29 of the Protocol establishes the Conference of the Parties serving as a meeting of the Parties (COP-MOP), which is the conference of representatives of governments that have ratified the Protocol. COP-MOP reviews and promotes the implementation of the Protocol, assesses achievements and adopts amendments, makes recommendations, establishes subsidiary bodies, interacts with relevant international organisations and intergovernmental and non-governmental bodies.
The first Conference of the Parties (COP-MOP 1) was held in Kuala Lumpur, Malaysia, in 2004. Subsequent ones were repeated annually until 2006, then every two years until COP-MOP 9, which was held in Sharm El Sheikh, Egypt, from 17 to 29 November 2018.
NEXT INTERNATIONAL MEETINGS
Informal sessions in preparation for SBSTTA 24 and SBI 3
In February and March 2021, the CBD Secretariat has organized some informal virtual meetings in preparation of the two meetings of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) and the Subsidiary Body for Implementation (SBI), subsidiary bodies of the Conference of the Parties of the CBD and its Protocols of Cartagena on biosafety and of Nagoya on access to genetic resources and the fair and equitable sharing of benefits arising from their utilization.
During these preparatory sessions, the Parties had the opportunity to discuss the proposals for the recommendations of the two Subsidiary Bodies, in view of the fifteenth meeting of the Conference of the Parties (COP 15) of the CBD, the tenth meeting of the Parties to the Cartagena Protocol (CP-MOP 10) and the fourth meeting of the Parties to the Nagoya Protocol (NP-MOP 4), and the definition of the Post-2020 Global Biodiversity Framework; a group of experts is working on this subject (Open-Ended Working Group on Post-2020).
During the informal meetings in preparation of SBSTTA 24, the following issues relating to the Cartagena Protocol were discussed:
• Post-2020 global biodiversity framework for an examination of scientific and technical information in support of objectives, targets and indicators useful for monitoring progress in the implementation of the Post-2020 Global Framework;
• Synthetic biology for the monitoring and evaluation of the most recent biotechnological developments also in consideration of the potential impacts of synthetic biology on the objectives of the CBD and the definition of the principles and methods for selecting a dedicated working group with adequate scientific skills on organisms obtained through synthetic biology;
• Evaluation and management of the risk arising from the use of living modified organisms and development of some new guidelines on the subject.
During the informal meetings in preparation of SBI 3, the following issues relating to the Cartagena Protocol were discussed:
• Assessment and review of the Cartagena Protocol and final evaluation of the Strategic Plan;
• Analysis and definition of the implementation process of the Post-2020 Global Biodiversity Framework;
• Capacity-building regarding technical and scientific cooperation, technology transfer, knowledge management and communication.

Third meeting of the Open-Ended Working Group on the Post-2020 Global Biodiversity Framework (OEWG 3)
The 14th conference of the CBD Parties, held in 2018, has adopted a decision regarding the preparatory process for the definition of the Post-2020 Global Biodiversity Framework (decision 14/34) and has established a Working Group (OEWG) to support its definition process in view of the fifteenth COP. The work of the OEWG will result in the adoption of a document in line with the CBD Vision 2050, "Living in harmony with nature", and will outline the main guidelines for safeguarding biodiversity in the coming decades.

Third meeting of the Subsidiary Body on Implementation
(SBI 3)
The third meeting of the SBI had on the agenda the evaluation of the progress achieved in the implementation of the objectives of the CBD and the Strategic Plan for Biodiversity 2011-2020, the examination of the effectiveness of the Cartagena Protocol in preventing biotechnological risks and actions to promote the full implementation of the Cartagena Protocol and the Nagoya Protocol.

Twenty-fourth meeting of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA 24)
The 24th SBSTTA meeting addressed items such as synthetic biology, environmental risk assessment and management arising from living modified organisms, marine and coastal areas biodiversity and the updating of the Cartagena Protocol Action Plan.

Resumed sessions of SBSTTA-24, SBI-3 and OEWG 3
The resumed sessions of the twenty-fourth meeting of the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA 24), the third meeting of the Subsidiary Body on Implementation (SBI 3) and the third meeting of the Open-ended Working Group on the Post-2020 Global Biodiversity Framework (WG2020-3), originally scheduled for 12-28 January 2022 are now planned to take place on 13-29 March 2022, at the International Conference Center Geneva in Geneva, Switzerland.

Tenth COP-MOP of the Cartagena Protocol
The fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity (COP 15), hosted by the Chinese government, will take place in two parts.
The first part was held in a virtual mode from 11 to 15 October 2021, also including a High-Level Segment from 12 to 13 October 2021.
The second part will be an in-person meeting in Kunming, China, in the second half of 2022.
The tenth Conference of the Parties serving as the meeting of the Parties to the Cartagena Protocol on biosafety (CP-MOP 10) and the fourth Conference of the Parties serving as the meeting of the Parties to the Nagoya Protocol on access to genetic resources and the fair and equitable sharing of benefits arising from their utilization (NP-MOP 4), will take place simultaneously with the COP 15 meetings.
