Capacity building pursuant article 22 of the Cartagena Protocol

The capacity building aims to the development and strengthening of human resources and institutional capacities in biosafety in developing countries and countries with economies in transition.

Parties are encouraged to contribute to the scientific and technical training and to promote the transfer of technology, know-how and financial resources.

The COP-MOP adopted decisions to promote capacity-building for the effective implementation of the Protocol, through:

• the establishment of a list of experts on biosafety;
  
  
• the development of the Action Plan on capacity building;
  
  
• the capacity building coordination mechanism, to share information and experiences on ongoing initiatives, exchange resource materials and information about existing capacity-building opportunities, identify key biosafety capacity building issues and  potential areas for collaboration.
