Legislative Decree 8 July 2003, n. 224 (consolidated text), as amended by legislative decree 14 November 2016, no. 227, is divided into five Titles and eight Annexes:
- Title I "General provisions" (from article 1 to article 6) that defines the objectives of the decree, the role of the Ministry of the Environment as Italian Competent Authority, the composition and tasks of the Interministerial Commission for Evaluation*.
- Title II (from article 7 to article 14) dealing with the authorization procedure on the deliberate release into the environment of GMOs for any other purpose than marketing;
- Title III (from article 15 to article 26) concerning the modalities for the authorization procedure for placing on the market of GMOs as or in products;
- Title III-bis (from article 26-bis to article 26-sixies) that defines the procedure to restrict or prohibit the cultivation of GMOs on national territory (title introduced by legislative decree No. 227 of 22 November 2016;
- The Title IV "Final Provisions" (from article 27 to article 38) concerning the confidential information notified, the surveillance and penalties;
- Annex I: Techniques of genetic modification;
- Annex II: Principles for the environmental risk assessment;
- Annex III: Information required in notifications;
- Annex IV: Additional information;
- Annex V: Criteria for the application of differentiated procedures;
- Annex VI: Guidelines for the assessment reports;
- Annex VII: Monitoring Plan;
- Annex VIII: Public consultation.
*The decree of 1 March 2018 has entrusted the responsibilities of the CIV to the Institute for Environmental Protection and Research (ISPRA).
