• First step (application for authorisation): in order to obtain an authorisation for placing on the market genetically modified food or feed in the European Union, an application shall be submitted to the Competent Authority (CA) of a Member State. At the same time, the notifier must also submit a copy of the notification through the European Commission's ESFC platform. Within 14 days of receipt of the application for authorisation, the CA shall make avviable the application to the European Food Safety Authority (EFSA). The EFSA shall make a copy of the application avviable to the European Commission and to the other Member States and the summary of the dossier available to the public.
  • Second step (EFSA opinion): within 180 days of receipt of the application for authorisation, EFSA shall give its opinion and sends it to the European Commission, to the Member States and to the applicant. The EFSA shall makes its opinion avviable to the public. Within 30 days of the publication of the EFSA opinion, the public may submit comments to the European Commission.
  • Third step (authorisation or rejection to placing on the market): within 90 days of receiving the EFSA opinion, the European Commission shall submit to the Standing Committee on Plants, Animals, Food and Feed - Genetically Modified Food and Feed and Environmental Risk Section, a draft decision on the authorisation application taking into account the opinion of EFSA.

If the Standing Committee expresses a positive opinion, the authorisation shall be granted, and the Commission shall inform the applicant of its decision and publish the decision in the Official Journal of the European Union.

If the Standing Committee expresses a negative opinion, the application for authorisation is rejected.

If the Standing Committee does not express an opinion, the comitology procedure is applied.

The authorisation is valid for a maximum period of 10 years.
